Mission and description of the role

The PATH-PHEOC project aims to strengthen the Republic Democratic of Congo’s (DRC) capacity to respond to the numerous and frequent public health emergencies it faces by building the fundamental pillars necessary for timely, coordinated, and sustainable epidemic preparedness and response in the DRC, with a particular focus on malaria and polio.

Bluesquare will contribute to establishing data integration platforms that consolidate information from various sources (including, but not limited to, monthly reports from facilities, weekly surveillance, case reports, line lists, satellite imagery for precipitation, logistics data systems, national health facility registries, laboratory data) as well as setting up dashboards, automated reports, or advanced data modelling, as needed.

The project requires collaboration with national health authorities and national or international partners to refine data requirements, identify useful data sources, define data exchange procedures, support data analysis, and design and implement data products. Bluesquare places particular importance on the sustainability of its projects and engages with end-users for capacity building and ongoing mentorship.

The PATH-PHEOC project is funded by the Bill and Melinda Gates Foundation.

We are seeking a (junior) Data Management Specialist with experience in data analysis and visualization to join our data science team on the “PHEOC” project.

Start date: Decembre 2023.

Location: Based in Brussels (Belgium) but willing to traval regularly to other countries in order to support Bluesquare’s projects, mainly in the DRC  (Kinshasa)  for the  “PHEOC” project.

Roles & Responsibilities

  • Data Management & Analysis :
    • In collaboration with the data science team, develop script in R or Python for data cleaning, data processing, data integration and data quality screening.  
    • Apply your technical skills in DHIS2 to contribute to improving the management of health data.
  • Data visualisation : set up dashboards using different BI and visualisation tools (Tableau, Power BI..) to answer clients’ needs, and develop customised applications for data visualisation. 
  • Quality control : review and automate scripts to ensure quality control of the released data integration work.
  • Technical writing: write code documentation, users guidelines, articles and other materials that will be useful to communicate with our clients and other partners.
  • Capacity building: train technical stakeholders in the use of various open-source and in-house Data solutions.
  • Data Utilisation: Support end-users in utilising data visualisation products and integrating them into their workflow processes.

Our technical stack

You will have to work with the following technologies and software:

  • Python or R for data processing
  • The Jupyter data science ecosystem
  • Data visualization tools and BI software (Tableau, PowerBI, matplotlib, Plotly, Dash,…)
  • Our own platforms, such as OpenHexa, Iaso and OpenIMIS
  • Industry-standard tools such as DHIS2 and ODK
  • Geospatial Software (GDAL, QGIS, Cartographic Rendering Software, etc.)

Profile

Required

  • Master degree in data management and analysis, statistics, econometrics…
  • Strong quantitative and analytical skills
  • Working experience in data analysis (e.g. R or Python), in database management (e.g. SQL)w with advanced mastery of Excel and 1-2 years of experience in R/Python programming and with creating scripts to manipulate, clean and analyse data
  • Good working knowledge of the Jupyter ecosystem
  • Excellent oral and written communication skills in French and English
  • Ability to work autonomously
  • Team player with good interpersonal skills

Preferred

  • Working experience in Global health, Health financing or Monitoring and Evaluation in another sector a plus
  • Experience with DHIS2 for management of health and with ODK for the creation of forms
  • Ability to configure and manage data sets in DHIS2
  • Experience with BI tools & with the creation of interactive dashboards (Tableau and Power BI)
  • Notion of GIS (Geographical Information System)
  • Working experience in Africa, Asia or Latin America
